What We Do
- Obtain input on community needs.
- Develop and implement a community-wide comprehensive plan compatible with State of Florida and county plans regarding the provision of health and supportive services to individuals with HIV/AIDS.
- Establish service priorities and allocations for Ryan White Program (Part A/MAI) services within the County.
- Serve in an advisory capacity to the Board of County Commissioners, City of Miami, Miami-Dade County Health Department Office of HIV/AIDS, the respective mayors, the U. S. Health Resources and Services Administration (HRSA) and other public and governmental entities with respect to all issues affecting or relating to persons at risk of contracting or living with HIV/AIDS.
- Participate in the development of the Statewide Coordinated Statement of Need.
- Establish mechanisms for addressing grievances with respect to Part A funding and any other matter deemed appropriate by the Partnership.
- Assess the efficiency of the administrative mechanism (Office of Management and Budget-Grants Coordination).
- Perform any other duties conferred to the Partnership by the Code of Miami-Dade County and/or required by funding sources for Partnership programs.

What We Do
- Act on behalf of the Partnership in emergency situations that does not permit holding/calling a regular Partnership meeting.
- Establish rules of conduct for all Partnership and committee meetings.
- Act as a steering committee that will delegate Partnership and standing committee responsibilities to ensure coordination and prevent duplication of activities.
- Review proposed changes to the Partnership Bylaws and make recommendations to the Partnership as required.
- Review grievances that arise from the Partnership or the community as it relates to whether the Partnership follows its policies and procedures. Complaints will be thoroughly reviewed and presented to the full Partnership for consideration.

Annual HIV/AIDS Needs Assessment
Decisions made during Needs Assessment drive the provision of services and distribution of funds for the next Ryan White Program fiscal year. All Partnership and committee members, Ryan White Program clients and other people with HIV, Ryan White Program subrecipients, and anyone interested in maximizing resources and improving services for people with HIV in Miami-Dade County are encouraged to participate in this and all Partnership activities.

What We Do
- The Community Coalition meets monthly for dinner or lunch – get to know Partnership members!
- Collaborates and coordinates with other Partnership standing committees, subcommittees and ad hoc committees to ensure that decisions represent the needs of the affected HIV/AIDS communities in Miami-Dade County.
- Develops and establish programs for recruitment and training of Partnership and community members.
- Recruits potential Partnership and committee members from the community and encourage others from the affected HIV/AIDS communities to become more involved in Partnership activities.
- Maintains an open nominations process, review applications, and make nominations for Partnership membership.

Senior Rental Assistance Program
Note: This link will remain available in the event the application period reopens.
The City of Miami Senior Rental Assistance program will reopen to accept new paper applications from Monday, January 26, 2026, through Friday, February 20, 2026. This program provides up to $500 in rental assistance at Eligible Properties, based on need, to qualifying senior (age 62 and up) applicants who are renters in the City of Miami, are 50% AMI and below, and spend more than 30% of their income towards rental housing costs, for up to one year, for qualifying households. “Eligible Properties” are defined as rental properties located within City of Miami limits with no current code violations, fines, or outstanding fees owed to the City.
Community Rightful Center Inc. Transitional Housing and Employment Program (THEP) for individuals living with HIV
THEP provides short-term housing and individualized support to help participants move toward long-term stability and self-sufficiency. While enrolled in the program, participants receive case management, employment assistance, financial planning support, and access to mental and emotional wellness resources.
Participant Requirements and Application Process:
Eligibility criteria and application steps are outlined in the attached form. Case managers referring clients are asked to complete the referral application and include all requested documentation. Once received, our team will coordinate an intake interview with the participant and the referring case manager to ensure the program aligns with the client’s goals and needs.

- Are any programs open? No, funding for the Short-Term, Rental, Mortgage, and Utility (STRMU) and Permanent Housing Placement (PHP) have been exhausted.
- Is there any surplus in the HOPWA budget? Unlike Section-8 programs, the HOPWA program cannot request additional money for overages, current rental rates have increased over 40%.

Ending the HIV Epidemic (EHE)
The EHE program provides transitional, short-term, or emergency housing assistance to qualified individuals who are living with HIV. Goal 2: Improve HIV-related health outcomes of people with HIV.
Goal 3: Reduce HIV-related disparities and health inequities.
Goal 4: Achieve integrated, coordinated efforts that address the HIV epidemic among all partners and stakeholders.
For over a decade, the Miami-Dade County (MDC) Eligible Metropolitan Area (EMA) has been a national HIV/AIDS hot spot.
The EMA leads the State of Florida in the total number of people with HIV; 27,782 people with HIV – more than 23% of the entire state’s population of people with HIV – lived in the EMA in Calendar Year (CY) 2020.
For nine of the past 10 years, the South Florida Metropolitan Statistical Area (MSA) has led the nation in the annual new-infection rate for HIV.
During that time, the MDC Ryan White HIV/AIDS Program (RWHAP) Part A/Minority AIDS Initiative (MAI), through the MDC Office of Management and Budget (OMB or local Part A/MAI Recipient); the Florida Department of Health in MDC (FDOH-MDC); and the Miami-Dade HIV/AIDS Partnership (Partnership), the official RWHAP Planning Council, have been coordinating responses to the HIV epidemic, linking programs in community education, supporting HIV prevention, HIV testing, and linkage to care activities, as well as strengthening core medical and support services for people with HIV.
These collaborative activities include the Getting to Zero initiative in 2016, the 2017-2021 Miami-Dade County Integrated HIV/AIDS Prevention and Care Plan (2017-21 Integrated Plan); the National HIV/AIDS Strategy 2022-2025; the Ending the HIV Epidemic Jurisdictional Plan; and the ongoing cooperation between the Partnership’s Prevention and Strategic Planning Committees.

Ending the HIV Epidemic: A Plan for America (EHE)


Ending the HIV Epidemic (EHE)* leverages critical scientific advances in HIV prevention, diagnosis, treatment, and outbreak response by coordinating the highly successful programs, resources, and infrastructure of many HHS agencies and offices and providing a targeted infusion of new resources and support to the jurisdictions most heavily impacted.
The Partnership’s Prevention Committee and Strategic Planning Committee members work jointly to monitor activities of the local Ending the HIV Epidemic initiatives as part of the Miami-Dade County Integrated HIV/AIDS Prevention and Care Plan.
EHE in Miami-Dade County
Ending the HIV Epidemic*” Ending the HIV Epidemic: A Plan for America (EHE)” is a bold plan that aims to end the HIV epidemic in the United States by 2030. The new initiative seeks to reduce the number of new HIV infections by 75 percent within five years, and then by at least 90 percent within 10 years. Due to the high incidence of HIV, Miami-Dade County was chosen as one of the 57 jurisdictions to implement this initiative. Miami-Dade HIV/AIDS Partnership Prevention Committee and Strategic Planning Committee members work jointly to review the Jurisdictional Ending the HIV Epidemic Plan, and coordinate activities related to the Miami-Dade County Integrated HIV/AIDS Prevention and Care Plan All meetings are open to the public.
Housing is Healthcare - Ending the HIV Epidemic initiative to provide transitional, short-term, or emergency housing assistance
Services include rental and utility subsidies, moving incidentals, linkage to additional services, vocational and life skills support, and case management to develop and implement a plan to ensure ongoing housing stability by improving opportunities to increase client income through employment or access to SSI/SSDI Outreach, Access and Recovery (SOAR), securing permanent tenant based rental assistance, or placement in permanent supportive housing).
HSS will be provided to EHE program-eligible individuals experiencing homelessness or housing instability for up to 24 months from each client’s enrollment, subject to available funding.
The only eligibility requirement is that the client has a confirmed HIV diagnosis.

The HRSA HIV/AIDS Bureau-supported Integrated HIV/AIDS Planning (IHAP) Technical Assistance Center (TAC) is compiling the 2027-2031 Integrated HIV Prevention and Care Plan Development Toolkit, a growing collection of resources to support jurisdictions in developing their Integrated HIV Prevention and Care Plans. Among other materials and tools in the kit are:
- Most recent version of the Integrated HIV Prevention and Care Guidance, released February 2025;
- Recording of last month’s HRSA/CDC Integrated HIV Prevention & Care Plan Guidance Recipient Training; and
- Collection of frequently asked questions, also known as FAQs, which will also be added to over time.

The Integrated Plan Evaluation Workgroup (IPEW)
The Integrated Plan Evaluation Workgroup sunset in December 2024 and is not currently scheduled to reconvene. Follow up to activities has been transferred to the Joint Integrated Plan Review Team. Approved historical documents are below.

Our members are people with HIV and people who care about people with HIV.
Requirements
Partnership members must have reputations of integrity and community service, and possess the knowledge, skills and expertise relevant to the position for which they are applying and, as applicable, be currently employed in the field of expertise they wish to represent. Members must be committed to working toward the Partnership’s vision: To eliminate disparities and improve health outcomes for all people living with or at risk for HIV/AIDS.
Members are appointed by the Mayor of Miami-Dade County to make decisions that improve the lives of more than 8,000 people served by the Ryan White Program in Miami-Dade County. Your participation matters!
To qualify, you must:
- Devote at least five (5) hours per month to Partnership and committee activities;
- Be a resident of and a registered voter in Miami-Dade County (MDC) (some seats are exempt from this requirement);
- Agree to undergo a criminal background check conducted by the Office of the Mayor of MDC; and
- Complete additional training and Partnership and County documents and forms as required.

Housing Services is a support service that provides transitional, short-term, or emergency
housing assistance to enable a client or client’s family to gain or maintain critical
outpatient/ambulatory health services and treatment, including temporary assistance necessary
to prevent homelessness and to gain or maintain access to medical care. Activities within the
Housing Services category must also include the development of an individualized housing
plan, updated annually, to guide the client’s linkage to permanent housing.
Housing Services activities also include housing referral services, including assessment,
search, placement, and housing advocacy services on behalf of the eligible client, as well as
fees associated with these activities.
This service would only be used if the Housing Stability Services Program under Ending
the HIV Epidemic (EHE) is no longer funded.
A. Program Operations:
A “housing is healthcare” approach requires first 1) stabilizing the client’s housing situation,
and then 2) addressing any additional client needs. Providing housing support to clients will
help ensure their ability to secure and/or maintain safe, decent, and affordable housing.
Linkage to and retention in ongoing core medical and behavioral health services available
throughout the community (e.g., medical care, antiretroviral medications (ARVs), medical
case management, mental health counseling, substance use disorder services, etc.) are
required. Services include (1) rental and utility subsidies, (2) linkage to additional services,
(3)case management to develop and implement a plan to ensure ongoing housing stability,
and (4) securing permanent tenant based rental assistance or placement in permanent
supportive housing.
1) Access to Rental and Utility Assistance
Facilitate enrollment into the Housing Services program for low-income people with
HIV in need of rent and/or utility assistance in order to secure or maintain housing,
employing a ‘housing is healthcare’ approach that minimizes obstacles to housing
assistance and promotes sobriety, treatment and/ or service participation.
2) Client Action Plans to Address Unmet Needs, Including Provision of Services
through Partnerships and Other Stakeholders
Conduct ongoing case management to create and tailor client action plans designed to
identify and address clients’ unmet needs and goals. Supportive services should be

regularly reviewed and actively offered to persistently engage program participants to
ensure housing stability and optimal wellbeing. This includes connecting clients to
appropriate voluntary wraparound services to respond to additional barriers that may
hinder treatment adherence and sustained viral load suppression. Adherence to
medical appointments and viral load suppression must be regularly monitored and
supported through the offer of appropriate supportive services. While not a condition
of ongoing housing support, this is strongly encouraged.
3) Housing Stability Planning
Work with each program participant to develop and implement a concrete housing
stability plan to sustain safe and stable housing. This planning should include referrals
for access to vocational and life skills training including job readiness. Referrals should
also be made to SSI/SSDI Outreach, Access, and Recovery (SOAR) providers, as
applicable. Planning should also include identification and application for permanent
housing subsidies and support for those unable to secure employment at a wage
sufficient to support housing costs. Documentation of attempts to connect the client
to permanent housing must be included in the client chart.
B. Components:
1) All direct rent and other costs must be allowable, allocable, and reasonable in
accordance with Uniform Guidance, 45 CFR part 75. Please note that Housing
Support cannot be in the form of direct cash payments to clients, and cannot be used
for mortgage payments or rental deposits, although these may be allowable costs
under the HUD Housing Opportunities for Persons with AIDS (HOPWA) grant
awards. Please refer to HRSA Policy Clarification Notice (PCN) No. 16-02 for
further information and program guidance.
2) Housing Services providers conduct a comprehensive assessment at intake to determine
clients’ needs, skills, employability, etc. with the goal of transitioning the clients to
permanent housing.
3) Housing Services providers conduct an assessment of clients’ health status including
viral load (VL), and make referrals to HIV medical care and other healthcare programs
and services, as appropriate.
4) Housing Services providers offer and, as appropriate, provide wraparound supportive
services in alignment with clients’ goals and demonstrated unmet need, including the
provision of housing sustainability planning; and periodically monitor clients’ overall
progress to provide further support and interventions as necessary.
Funded organizations must comply with the requirements set forth in all applicable State and
Federal laws including the Health Insurance Portability and Accountability Act of 1996

(HIPAA) (i.e., engage and work with landlords to ensure placement and provide the service
without revealing a client’s HIV status). The privacy of program participants’ health
information must be protected at all times. There must not be any reference to the “Ryan
White Program” or anything that might disclose someone’s HIV/AIDS status in any
agreement(s) and / or related documents between funded providers and landlords.
C. Client Eligibility:
Clients qualify if their annual household income is at or below 400% FPL.
D. Program Limits:
Program-eligible individuals experiencing homelessness or housing instability may receive up
to 24 months of assistance starting from the date of each client’s enrollment for this service,
subject to available funding.
Monthly assistance is limited by Fair Market Rates, i.e. if the client has a lease for a one
bedroom apartment, assistance for FY 2026 is limited to $1,995. Housing and Urban
Development (HUD) fair market rates are published annually by geographic area at

Clients may not access the Ryan White Program Housing Emergency Financial Assistance
component at the same time as this service.
Because the Ryan White Program is the payor of last resort, clients receiving assistance
from the HOPWA Long-Term Rental Assistance program, the Section 8 Housing Voucher,
the Veterans Affairs Supportive Housing program or similar long-term assistance are not
eligible for this service.
