What We Do
- Obtain input on community needs.
- Develop and implement a community-wide comprehensive plan compatible with State of Florida and county plans regarding the provision of health and supportive services to individuals with HIV/AIDS.
- Establish service priorities and allocations for Ryan White Program (Part A/MAI) services within the County.
- Serve in an advisory capacity to the Board of County Commissioners, City of Miami, Miami-Dade County Health Department Office of HIV/AIDS, the respective mayors, the U. S. Health Resources and Services Administration (HRSA) and other public and governmental entities with respect to all issues affecting or relating to persons at risk of contracting or living with HIV/AIDS.
- Participate in the development of the Statewide Coordinated Statement of Need.
- Establish mechanisms for addressing grievances with respect to Part A funding and any other matter deemed appropriate by the Partnership.
- Assess the efficiency of the administrative mechanism (Office of Management and Budget-Grants Coordination).
- Perform any other duties conferred to the Partnership by the Code of Miami-Dade County and/or required by funding sources for Partnership programs.

What We Do
- Act on behalf of the Partnership in emergency situations that does not permit holding/calling a regular Partnership meeting.
- Establish rules of conduct for all Partnership and committee meetings.
- Act as a steering committee that will delegate Partnership and standing committee responsibilities to ensure coordination and prevent duplication of activities.
- Review proposed changes to the Partnership Bylaws and make recommendations to the Partnership as required.
- Review grievances that arise from the Partnership or the community as it relates to whether the Partnership follows its policies and procedures. Complaints will be thoroughly reviewed and presented to the full Partnership for consideration.

Annual HIV/AIDS Needs Assessment
Decisions made during Needs Assessment drive the provision of services and distribution of funds for the next Ryan White Program fiscal year. All Partnership and committee members, Ryan White Program clients and other people with HIV, Ryan White Program subrecipients, and anyone interested in maximizing resources and improving services for people with HIV in Miami-Dade County are encouraged to participate in this and all Partnership activities.

Oxford House - Self Run - Self Supporting Recovery Homes
Community Rightful Center Inc. Transitional Housing and Employment Program (THEP) for individuals living with HIV
THEP provides short-term housing and individualized support to help participants move toward long-term stability and self-sufficiency. While enrolled in the program, participants receive case management, employment assistance, financial planning support, and access to mental and emotional wellness resources.
Participant Requirements and Application Process:
Eligibility criteria and application steps are outlined in the attached form. Case managers referring clients are asked to complete the referral application and include all requested documentation. Once received, our team will coordinate an intake interview with the participant and the referring case manager to ensure the program aligns with the client’s goals and needs.

HOPWA Program
- What number is the Long-Term Rental Assistance (LTRA) waitlist on? Serving up to applicant #160. For up-to-date information to: https://www.miami.gov/My-Government/Departments/Housing-Community-Development/Housing-Opportunities-for-Persons-with-AIDS-HOPWA
- Are any programs open? No, funding for the Short-Term, Rental, Mortgage, and Utility (STRMU) and Permanent Housing Placement (PHP) have been exhausted.
- Is there any surplus in the HOPWA budget? Unlike Section-8 programs, the HOPWA program cannot request additional money for overages, current rental rates have increased over 40%.

Ending the HIV Epidemic (EHE)
The EHE program provides transitional, short-term, or emergency housing assistance to qualified individuals who are living with HIV. There are three providers that may be contacted for assistance: Care Resource, Empower U, and the Health Council of South Florida. Senior Rental Assistance Program
The City of Miami Senior Rental Assistance program will reopen to accept new paper applications from Monday, January 26, 2026, through Friday, February 20, 2026. This program provides up to $500 in rental assistance at Eligible Properties, based on need, to qualifying senior (age 62 and up) applicants who are renters in the City of Miami, are 50% AMI and below, and spend more than 30% of their income towards rental housing costs, for up to one year, for qualifying households. “Eligible Properties” are defined as rental properties located within City of Miami limits with no current code violations, fines, or outstanding fees owed to the City.

- Engages key policymakers and stakeholders from both the public and private sectors in identifying resources and solutions to housing and housing-related service needs of people with HIV.
- Coordinates planning efforts to address housing and housing-related services for people with HIV.
- Provides annual priorities, funding and policy recommendations to the HOPWA grantee for the use of HOPWA funds.
- Identifies additional resources and leverage opportunities to expand available housing for PLWHAs in Miami-Dade County.

- Joint Integrated Plan Review Team
- Identify the technical assistance needs of community-based providers.
- Review available data and other information required to prioritize HIV prevention needs and collaborate with Miami Dade County Health Department, Office of HIV/AIDS.
- Assess existing community resources to determine the community’s capability to respond to the HIV/AIDS epidemic.
- Identify and prioritize unmet HIV/AIDS prevention needs within defined populations.
- Coordinate with the Care and Treatment Committee to ensure HIV services meet the needs of populations identified through prevention efforts.

Integrated HIV Prevention and Care Plan Reference Documents
The HRSA HIV/AIDS Bureau-supported Integrated HIV/AIDS Planning (IHAP) Technical Assistance Center (TAC) is compiling the 2027-2031 Integrated HIV Prevention and Care Plan Development Toolkit, a growing collection of resources to support jurisdictions in developing their Integrated HIV Prevention and Care Plans. Among other materials and tools in the kit are:
- Most recent version of the Integrated HIV Prevention and Care Guidance, released February 2025;
- Recording of last month’s HRSA/CDC Integrated HIV Prevention & Care Plan Guidance Recipient Training; and
- Collection of frequently asked questions, also known as FAQs, which will also be added to over time.

Join the Miami-Dade HIV/AIDS Partnership
Our members are people with HIV and people who care about people with HIV.
Requirements
Partnership members must have reputations of integrity and community service, and possess the knowledge, skills and expertise relevant to the position for which they are applying and, as applicable, be currently employed in the field of expertise they wish to represent. Members must be committed to working toward the Partnership’s vision: To eliminate disparities and improve health outcomes for all people living with or at risk for HIV/AIDS.
Members are appointed by the Mayor of Miami-Dade County to make decisions that improve the lives of more than 8,000 people served by the Ryan White Program in Miami-Dade County. Your participation matters!
To qualify, you must:
- Devote at least five (5) hours per month to Partnership and committee activities;
- Be a resident of and a registered voter in Miami-Dade County (MDC) (some seats are exempt from this requirement);
- Agree to undergo a criminal background check conducted by the Office of the Mayor of MDC; and
- Complete additional training and Partnership and County documents and forms as required.

Works jointly with the Prevention Committee as the Joint Integrated Plan Review Team.
